List of config vars that are stupid and should be removed/deprecated/killed with fire

• $wgAllowUserSkin - Not needed, unwanted skins can be removed with $wgSkipSkins, and hiding skin prefs entirely can be fixed with $wgHiddenPrefs
• $wgActiveUserEditCount/$wgActiveUserDays - I should've never written this crap. Needs 100% removal, no b/c needed
