"Save" at the end of the toolbar

Why is the VisualEditor "Save" button is at the end of the toolbar? (Right in LTR, left in RTL.)

In other desktop word processors the save button is in the beginning of the toolbar.

I somehow didn't think about this till now because it didn't bother me personally, but a user in the Hebrew Wikipedia asked about this, so I'm wondering: why is it so?

Per the Design team, progressive actions in the workflow are on the right (left in RTL).
