Why did you rejected this change https://www.mediawiki.org/w/index.php?title=Extension:AbuseFilter/RulesFormat&diff=next&oldid=526452 ? The PCRE is not fully supported by the AbuseFilter extension and Unicode is not supported. I haven't made this change without doing tests.
No, much depends on your PHP version. You'd do good to examine the PHP code itself. Your change will be accepted if a developer can verify this.
