That's done by installing extension:CharInsert, then adding some stuff to the page MediaWiki:Edittools that uses that extension (+ some custom css in mediawiki:Common.css to make them look like buttons instead of links)

Honestly, all things considered, Its one of the easier extensions to install.
MediaWiki:Edittools can contain anything, so you could just put [[category:]] there, and while it wouldn't be clickable, people could still copy and paste it.
