$1 will be replaced with the value of $wgRightsText, and then the completed message will be printed at the bottom of each page. If you're changing MediaWiki:Copyright like you said in the other thread, you don't need to keep $1 in the message.
ok, I found the setting, but is has "Content is available under" in before my text where do I go to change this?
That is in MediaWiki:Copyright, like I said.

The text that appears at the bottom of the page can be customized by editing MediaWiki:Copyright on your wiki. The text that will replace $1 can be customized by changing $wgRightsText in your LocalSettings.php file.
But if you leave $1 out of the new text of MediaWiki:Copyright, you don't need to worry about $wgRightsText at all because it won't be seen.
And please, try it on your wiki. You can't do anything to the message on this wiki.
