I'm trying to translate the home MediaWiki sidebar, i. e. "Contribute". But the creation of MediaWiki:Mw-contribute/ca is blocked!?, only exists MediaWiki:Mw-contribute/ru for other language.

For interface messages you need the right "editinterface" to edit them. On mediawiki.org, only administrators have this right: Special:ListGroupRights :)
