Changing subjects of Project:Support desk submissions for historical clarity

Adding a comment to mark something as closed, if you didn't actually do anything, it's a waste of other people's time because/if it bumps the thread etc.

One can easily detick the "Bump this thread" box.

Is it present for the comment box and does bump apply to just comments?
