Migrate to use gitiles rather than Diffusion?

Diffusion is now deprecated; it'd be nice to work with gerrit's gitiles like we do elsewhere.

I've created {{Gerrit file}} which does this; some of the options don't port accross, so I'm wary of just replacing the functionality…

Need to support tags, not just branches

There's a bunch of confusion around because REL1_31 is not the same as 1.31.0. AFAICT we can't link to the latter using this template (partially because it's still using the deprecated Diffusion view, see another thread), so lots of people get misled. Can someone add this?
