Added anchor, maybe this should be refactored?[edit]
Other wiki pages can't link to a particular section of How to contribute.
I added a ...|4= web-api parameter so that this template outputs {{Anchor|web-api}}, {{Anchor|development}}, etc. Question: should this be localized? This parameter repeats the text of parameter 2; maybe the link for the icon and section heading should be a separate parameter.
It would be better if this used named parameters
| link= | icon= | heading= | description=
and used TemplateData to describe parameters, etc. I could attempt this in English, but I wonder if it would break translations of How to contribute until they update; if so, it should be a new "version 2" {{Contribution section}} template User:Shirayuki, can you advise?
