Feature justification

Support a healthy offline eco system of Wikimedia project data. Through a number of initiatives the WMF is looking to increase the reach of our community projects to readers and contributors that don't have dedicated internet connections.

User requirements

• Extend the functionality of the existing collections extension.
• Improve the usability of one of the existing offline wikipedia readers.
• Continue to support and extend the XML snapshots at download.
• Resurface the HTML snapshots.
