Default skin is really MonoBook or Vector?

Page says:

 The default skin packaged with every MediaWiki install is MonoBook, famous as the default on various WikiMedia projects.

But when I go to Wikipedia.org I always see the vector skin - logged or unlogged. Also the Mediawiki 1.17 I installed recently, vector was the default skin. Is above text outdated?
